與健全人賽事分歧，殘特奧會運動員賽前需經專業分級評估，按殘疾水平劃分級別，保證公正競爭。綠裝修設計以泅水項目為例，分肢體、視力、智力、聽力殘疾組別，肢體殘疾分1-10級（1級最重、10級最輕），視力殘疾分11-13級，智力、聽力殘疾合適請求者分別定為14級、15級，也是以殘特奧會獎牌數遠多于全運會。
